Starting in the 1980s, carriers started to deploy high-capacity digital
loop carrier equipment in remote offices and that started a trend
toward moving the center of the network from the CO to the outside
plant. This trend accelerated in the late 1990s with the success of
broadband and wireless networks which operate on much shorter
transmission distances -- it continues today with the development of
metropolitan area networks and 3G wireless networks. The
re-configuration of the network has meant carriers have had to re-think
their network power strategies to accommodate new issues involving space
requirements, power conversion efficiency, and maintenance.
